Who approved the reconstruction of River Drive? Another Closed Meeting?
Here is a quote from an article in the Detroit News "According to William Bohlan, new superintendent of public works, the Transportation Improvement grant will be spent reconstructing River Drive." http://www.detnews.com/2005/nngross.../R05-139207.htm Who approved this?? I watch the council meeting and I did not hear anything about the reconstruction of River Drive. The mayor and council approved which roads and intersections would be redone this year. River Drive had a couple of intersections (Emmons and Kings Highway) but that is it. Did the Council approve this? If so, at what meeting. Was it one of them Back Room Meetings that Councilman Vaslo talks about? Doesn't the full council have to approve construction? If the full council agreed on this I have no problem, but if the full council agreed, when did they agree? Here is another quote. "River Drive runs for more than one mile near Ecorse Creek and connects Wyandotte to Southgate, so it is heavily traveled. Bohlan, who came to Lincoln Park from a similar post in Oak Park, said the road is so bad, it can't just be resurfaced. It must be reconstructed. The River Drive listings are the intersections only, right? I do not recall a resolution either. I do remember the Mayor throwing ideas out there after the check was presented, but no determination of the public body has occured in a public meeting about those ideas.

Looks like someone approved the Mayor's "Idea" No need to have the council vote anymore. We now have the City Engineer deciding how our money will be spent. |

Hopefully someone who knows will answer this post. I agree with you DD that I have no problem with it as long as it was voted on properly, giving it its proper consideration.

I guess this is more of our standard "back room politics." I, too, don't remember this agreement in a council meeting. If the mayor and council have no formal vote, then do we need them? After all, we have our city manager and his "team". I'm being very . |

It is also possible that the superintendant took the suggestion and commented on it, stating it as fact when it was not etched in stone yet. |

There are 2 lists what the voted on was resurfacing of concrete roads that are still in decent shape. Recrnstruction is for concrete road base that is not worth saving like River Drive. It requires a separate vote and is a totally different issue. The list posted here is only for ashphalt applications not concrete.

The article in question tho focuses on the Additional One Million we got from Kilpatricks efforts. That is the separate issue we are discussing. We know they approved certain areas for the tax generated road repairs, which includes that list of roads and intersection. That list was approved..but the One Million Dollar Grant was not. However, the article states:

We are asking when was the one million dollar earmarked money approved for use "all in one place" to "reconstruct River Drive." So far as we can tell, it wasn't. So, was Mr Bohlan speaking prematurely, or was the money signed away for this project without the public vote of the mayor and council? |

It comes down to this. The Mayor and Council did not vote to reconstruct or resurface or do anything to River Drive. They do not have the $1 million from Cheeks-Kilpatrick to do anything with that money. If they approved the reconstruction of River Drive it must have been done in a Closed Meeting or a "polling" of certain members of council with out an official meeting and resolution. I hope our City Engineer was misquoted and he was saying what he wants to do if and when he gets council's approval. |
