To anyone who is interested:

I recently left employment with a private firm that I was working for in favor of returning to work with a previous employer. While employed at this private organization over the past few years, I wrote a number of personal finance articles that were published in a proprietary financial publication.

I was surfing around on the web and came across a few archived articles. I'll post one here, and if you guys are interested in reading more, I'll post more (providing I can recover them..so far I have only been able to dig up 4).

They've all been approved through NASD standard compliance; so they are legitimate. These first two are actually one article that was split it into two seperate publications. It has to do with college education planning.

With the rising costs of college tuition rates, many parents and grandparents wonder how they will be able to afford funding education costs for their children or grandchildren.

Historically, their options were limited. The IRS "blessed" investors with a tax-sheltered savings account called an Educational IRA (now known as the Coverdell Savings Plan). This plan is given tax-free growth on the earnings portion until the funds are withdrawn to fund college expenses. The downside: the maximum contribution is currently set at $2,000 per year, per child; and is subject to earned income limitations. For example, if you are filing single and earning over $110,000 per year, your contribution to a Coverdell Savings Plan can be limited.

Another popular option is to establish a custodial savings account, or a Uniform Gift to Minors Account (UGMA). These accounts allow someone the ability to gift money to a minor, while having a custodian (usually a parent or guardian) administer the funds. These accounts are a great way to put cash into your child’s pocket, but generally a horrible vehicle for funding tuition expenses. First, when the minor child attains the age of 18, he or she has full legal rights to the assets in the account. Said another way, should he or she decide they want to buy a Harley instead of going to Harvard, they have the legal right to use those funds to do so. Second, the earnings in the account are taxed as they are paid. What’s worse is that prior to age 12, the IRS "Kiddie-Tax" rules apply, and the earnings are taxed in the
custodians (usually the parent or guardian) tax bracket. And for those parents or grandparents who wish to make a large, onetime, contribution to these accounts; they will have to tiptoe around the annual gift tax exclusion rules. Currently, an individual is allowed to make a $12,000 gift, per person, per year. Anything gifted in excess of this amount is subject to gift tax.

Another popular option for Michigan residents comes in the form of a Pre-Paid Tuition Program called the Michigan Educational Trust (MET). Purchasers of a MET use after-tax dollars to buy a contract for tuition for a certain number of years. The state then directs these funds to the Department of Treasury where they are conservatively invested (usually 30% equities and 70% bonds). After your student is accepted by and enters the Michigan
public university or college, the proceeds from the MET are used to fund the tuition costs and mandatory fees of the institution. MET will generally only cover up to 120 credits, which is usually the equivalent of an undergraduate degree. If the student attends a private Michigan institution, or attends an out of state public or private institution, MET will limit the amount of money that it will pay to fund those costs. MET does not cover the costs of contact hours (time spent with instructors), room, board, or books. If a student takes additional classes to improve their grade point average (or repeats failed or dropped classes), the credits obtained from such will be deducted from the maximum allowable credits under the contract.

While a MET plan does offer some appealing benefits, it also comes with some significant drawbacks. So what is an investor to do, you ask? For many, the answer is simple. Enter the 529 College Savings Plan.

IRS Code 529 governs state college savings vehicles. Prior to the Growth and Reconciliation Act of 2001, 529 Plans were quite limited in their function. As of late, 529 Plans are gaining notoriety as probably the best means to fund a students post-secondary education expenses. Each state has their own plan, and residents of any state are welcome to purchase a 529 Plan in the state of their choice. For example, as a Michigan resident, you are free to purchase shares in a 529 Plan anywhere from California to New York. Each plan varies by state, and different money managers sponsor each state. For example, The Michigan 529 Plan is known as the Michigan Education Savings Plan (MESP), it currently carries a maximum allowable contribution amount of $235,000, and it is managed by TIAA-CREF.

Why would you purchase shares in another states plan? Each money manager carries different expenses for managing the money you invest, and each money manager has a different approach and track record of success. Some states even allow you to contribute more money to the plan than other states. In some cases, state residents receive certain benefits for investing in their own plan.

For example, if you invest in Michigan’s 529 Plan, your beneficiary may be eligible for the Matching Grant Program. The Matching Grant Program is available only during the first year the beneficiary is enrolled in the MESP, and will match $1 for each $3 contributed to the plan, up to a maximum of $200 per beneficiary. In order to qualify for this program, the beneficiary (at the time the account is opened) must reside in a household with an income of $80,000 or less, be 6 years of age or younger, and be a resident of Michigan.

What’s so great about a 529 College Savings Plan? First of all, as the plan participant (owner) you direct how the assets are invested, and when they can be withdrawn. No longer is there a concern of the 18-year-old student tapping into their college fund to pay for non-school related expenses. Second, the earnings in the account grow-tax free. Furthermore, the principal and earnings of the account can be used to fund any accredited post secondary education in the country, and even many schools abroad. No longer are your students limited to attending a public college or university. They can attend private institutions, trade schools, vocational schools, or anything of the sort. The term "expenses" also carries a much broader definition. That is to say, not only are tuition, room, and board covered; but so are fees, books, graduate degrees, and certifications.

If your student decides not to pursue a post-secondary education, the participant can elect to roll the money over to another individual in the family (not limited to the immediate family, and including them self), or they can opt to withdraw the funds from the account.

Note: Some of the tax laws may have changed since 2003, so I would recommend visiting http://irs.gov for up-to-date tax information. In addition, some of the contribution limits or programs may have changed, so I would recommend consulting your financial professional. If you want to learn a little about a few other types of investment products, try searching for "REIT" (739,000 results), "Commercial Paper" (8.85 million results), or "Annuity" (1.67 million results).

If you want to learn a little about estate planning, try searching for "Irrevocable Living Trust" (143,000 results), "Irrevocable Life Insurance Trust" (116,000 results), or "Intestate" (172,000 results). What is the difference between an "A-B Trust" (63,800 results), a "Bypass Trust" (460,000 results), a "Marital Trust" (599,000 results) and a "Federal Credit Trust" (2.06 million results)? Here’s a hint: They are all the same!

There is a ton of information available! Even if you knew to search for topics that you might not know exist, it is too easy to become overburdened with trying to understand

Just to add my .02 cents....

I am leery of firms that sell there own Mutual Funds only. It is in there own best interst to sell these funds and not that of the customer. I like a more independant view of all the funds that are available. jmho.

I once had a letter published by the Free Press in the sports section. It was from 1964 and I questioned the rational of trading Rocky Colavito for Jerry Lumpe.

I had a copy of the newspaper page laminated and it is hanging in my basement.

Yes...this is what the industry refers to as "proprietary funds". I refuse to work for a firm that only sells them.

If the firm happens to own a fund company and wants to offer that as an option, fine. But I have a real problem with any firm that tells brokers what to sell. I view it as a large conflict of interest.
