With Michigan’s Telecommunications Act (MTA) ready to sunset at the end of this year, the legislature will begin testimony this week on a bill that would prevent local governments from providing any telecommunication (broadband) services to citizens.

If passed, the bill would also shut down local governments that are currently providing these vital telecommunication services. The Senate Technology & Energy Committee will hear testimony on Senate Bill 528, introduced by Senator Shirley Johnson (R-Royal Oak), on Wednesday, August 24th at 3pm.

The League believes that this is not only a frontal attack on local control, but that no community should be left behind, or on the underserved side of the digital divide.

Last week, state coffers received a financial boost as a result of the Revenue Estimating Conference, the purpose of which was to allow leaders of the House and Senate Fiscal Agencies and Treasury to agree upon estimated tax collections to officially determine how much can be spent on the state budget. MML was quick to point out that any extra revenue should go to cities and villages, which have endured painful reductions over several years of state budget woes.

Officials determined that approximately $157 million additional funds exist for fiscal years 2005 & 2006 than previously anticipated. The use of these funds will no doubt be debated as budget talks continue between the Governor and the Legislature. Over the past several years, the state has balanced the budget on the backs of local communities, to the tune of $1.5 billion, and any additional revenues coming in to state coffers should be directed to local communities to help fund critical services that residents rely upon most, such as police and fire service.

Significant cuts have been made to public safety personnel in recent years due to the reductions in this funding for local units of government, in the form of revenue sharing. The health, safety and economic well-being of communities hang in the balance if increases in this funding do not occur. Based on a recent survey of law enforcement positions statewide, there are over 1,100 fewer police officers on Michigan’s streets today than on September 11, 2001.

“ Through the Price of Government process this spring, House members consistently ranked public safety and revenue sharing at the top in terms of priorities for the budget,” said Dan Gilmartin, Executive Director of the Michigan Municipal League.

“ We hope the legislature reflects those priorities with these revised budget figures and helps restore some of this funding that local governments utilize to preserve the health and safety of their residents.”
