The soon to be appointed contracted City Engineer, will most likely follow the same specs required of our previous contracted engineer as outlined:
- Performs various services for the City of Lincoln Park which are outlined in the Lincoln Park City Charter and M.C.L.A.s which are outlined here. The four main areas of services that Hennessey Engineers provides to the city are:
- Engineering Consulting Services.
- Review and Construction Inspection, Testing, and Management of Private Development Project.
- Design and Contract Administration of various public improvement projects.
- Engineering Services for various Community Development Grant Program projects.
The Director of Engineering & Public Services (in house City Engineer) is required to perform their duties as per the Lincoln Park City Charters Chapter 226 City Engineer and all required Charters and M.C.L.A. as defined in the Charter.
The specific duties assigned to the in house Engineer and the contracted engineer have not been defined as of this writing. Because of this, the Lincoln Park Charter revisions have not been updated as of 02.03.05 to identify which duties the Director of Engineering & Public Services will be responsible for and what duties the current appointed contracted engineer (to be determined) will be responsible for. As such, the following is part of the job duties as per the the job description published by the City:

Duties and Responsibilities
This position is appointed by Mayor and Council and under the direction of the City Manager. This position is responsible for the plans, designs and direction of construction and maintenance of structures and facilities such as roads, railroads, bridges pipelines, water and sewer system and waste disposal units.
Minimum Requirements
Minimum requirements are a degree in civil engineering with experience in public administration, business management; S-1 certification or ability to obtain certification within 6 months, possess registration as professional engineer and 6 years experience which includes public works
Director of Engineer and Public Services Job Description
General Statement of Duties: This position is responsible for the supervision of the Engineering Consultant; assists, designs and approves City infrastructure improvements including streets, drainage, water and wastewater distribution facilities; reviews and approves residential and commercial development sites and construction plans submitted to ensure compliance with City Municipal Code as well as state and federal regulations; serves as project manager and contract administrator for City infrastructure projects; and prepares cost estimates and time schedules.
Supervision Exercised: The Director of Engineer and Public Services shall supervise over two divisions: Buildings, Grounds, Streets and Public Works and Utilities and Support Services.

Plans, designs, and directs construction and maintenance of structures and facilities, such as roads, railroads, bridges, pipelines, power plants, water and sewage systems, and waste disposal units.
- May perform technical research and utilize computers as aids in developing solutions to engineering problems.
- May be designated according to specialty or product.
Minimum Requirements, Skills, Knowledge:
- Possess registration as a Professional Engineer
- Degree in Civil Engineering with experience in Public Administration, Business Management.
- 6 years experience which includes public works operations.
1. Minimum Reasoning ability usually associated with this classification:
- Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions;
- to interpret an extensive variety of technical instructions in mathematical or diagrammatic form.
- Deal with several abstract and concrete variables.
2. Minimum Math ability usually associated with this classification:
- Using Algebra: Ability to work with exponents and logarithms, linear equations, quadratic equations, mathematical induction and binomial theorem, and permutations.
- Using Calculus: Ability to apply concepts of analytic geometry, differentiation and integration of algebraic functions with applications.
- Using Statistics: Ability to apply mathematical operations to frequency distributions, reliability and validity of tests, normal curve, analysis of variance, correlation techniques, chi-square application and sampling theory, and factor analysis.
Note: The following is the current Lincoln Park City Charter for the City Engineer. This charter has not been updated to reflect the addition of the Director of Engineering & Public Service.
- Compensation and benefits: Refer to Charter Part Two- Administration Code Title Six Chapter 226 Section 226.01 City Engineer.
- Powers and Duties as stated in Charter Chapter IV Sec. 22 (the following is only part of the Charter. Refer to the Charter for the most current and complete information.)
The City Engineer shall be a competent registered engineer and surveyor who shall have and exercise within the City like duties and powers as are conferred by law upon county surveyors, and the like effect and validity shall be given to his official acts, surveys and plats as are given by law to the acts and surveys of county surveyors. He shall make all necessary plats, maps, surveys, diagrams and estimates required by the Council or officers of the City relating to the public improvements, building, grounds and streets of the City and deliver the same to the Superintendent of Public Works, unless otherwise ordered by resolution or ordinance of the Council, and all plats, maps, surveys and diagrams made by him as such officer shall be the property of the City, and all such maps, plats, surveys, diagrams, etc., complete or to be completed in his possession, shall at the expiration of his term of office be delivered by him to the Superintendent of Public Works of the City of Lincoln Park. He shall perform such other duties as are prescribed by this Charter or may be required by ordinance or resolution of the Council.
The City Engineer shall carefully scrutinize all works of public improvement laid out by him or any other engineer of the City, and shall carefully inspect the work of such improvements as it shall progress, and shall in every manner protect the interests of the City in the making of any improvement therein, and shall be held responsible for the carrying out of the plans and specifications of all public improvements which may be made by or constructed under the authority or supervision of the Superintendent of Public Works of said City, except as otherwise provided in this Charter or the ordinances of said City. The Engineer shall receive a definite salary and the City shall maintain an office for him in said City.

- City of Lincoln Park is the owner of all documents pertaining to the office of the City Engineer. Refer to Charter Part Two of Administration Code Title Six Chapter 226 City Engineer Section 226.02 Ownership of Records.
