The Department of Community Planning and Development is responsible for administering the Community Development Block Grant (CDBG) Program. The CDBG Program is an annual grant the City is eligible to receive from the U.S. Department of Housing and Urban Development.
The mission of the CDBG Program is "To build a viable, livable community and provide for structurally sound, affordable housing, recreational & economic opportunities for all residents, with particular attention to low & moderate income persons & families".
Each year the CDBG budget is voted on by the Mayor and City Council after getting ideas and suggestions from Lincoln Park residents during two separate public hearings. The hearings are usually held at 6:30 pm on a Monday in January and March each year.
Establishment of Department of Community Planning and Development Director. Existing Chapter 244 is repealed and a new Chapter 244, Department of Community Planning and Development is adopted as follows:
- Establishment of Office. The office of Director of Community Planning and Development is hereby established in and for the City pursuant to the City Charter.
- Powers and Duties. The Director shall have primary responsibility for the proper maintenance and operation of the Community Development Block Grant (CDBG) Program.
The Director shall supervise the activities of the City employees directly working in the Program.
The Director shall coordinate the duties and functions of the Lincoln Park Economic Development Corporation.
The Director shall coordinate the duties and functions of the Lincoln Park Downtown Development Authority.
The Director shall work with all City Departments and designated outside consultants to maintain a current City Master Plan, a current Zoning Ordinance, a current Recreational Master Plan and such other plans and studies as may from time to time be necessary, or as otherwise directed by the City Manager and the Mayor and Council.
The Director shall coordinate the processing of applications for new developments, structures and buildings within the City in an efficient and timely manner, and he or she shall perform such other duties as are assigned to him or her from time to time by the Mayor and Council.
- Compensation and Benefits. The Director shall receive such salary and fringe benefits as determined from time to time by Council. Such salary shall be paid in equal payments on the regular paydays established for classified employees. The fringe benefits shall be paid for by the City in the same manner as provided for classified employees.

CDBG Funds are used to:
make loans to homeowners for renovating their homes
to purchase fire trucks, rescue vehicles and other equipment for the Fire Department and
to help the Police Department operate the Community Policing and DARE Programs.
NOTE: Lincoln Park's D.A.R.E. & G.R.E.A.T. programs have been discontinued.
These funds are also used to:
purchase and install playground equipment
renovate city streets, sidewalks and
catch basins. .
CDBG funds are also used to support the operation of numerous public service agencies such as: Head Start
The Senior Alliance
The Guidance Center
The Information Center
The County Family Center
Citizens Patrol Watch and many others.
