City of Lincoln Park   City Manager

In March 2004, Lincoln Park Mayor and Council made history in their unanimous vote to appoint Lincoln Park Michigan's FIRST City Manager.

The Charter for Lincoln Park had a provision in it from many years ago that allowed for Mayor & Council to invoke the use of this position.

Facing budget deficits and lack of development in our business district, our City Leaders appointed a City Manager.

Responsibilities of  City Manager

The City Manager is responsible for but not limited to:

• Managing the day to day business of the City of Lincoln Park such as staff and department management, projects and programs as per instructions and direction of our City Mayor and Council
• City Manager has no authority to make decisions on City Related Business without Mayor and Council public vote.
• Providing direct assistance in the preparation of the City Budget
• Plays an advisory role to our Mayor and Council in recommending solutions on matters that affect our city as a whole
• Prepare Council Packets for Council Members to review prior to the council meeting
• Acts as Lincoln Park's Emergency Manager
• Direct manager to all city departments
• Reports directly to Mayor and Council
• Ensures that the City of Lincoln Park complies with Governor and other State/Federal mandates such as Flags Half Staff, etc.
• Does NOT have the power to appoint
• May negotiate collective bargaining agreements but first must obtain Mayor & Council public vote on terms and conditions, etc.
• Is to attend all council meetings.
• Performs the duties of the Personnel & Purchasing Manager.
