Questions about City Council Agenda 08/22/05
2. Authorization of purchase police vehicle I will have to check the 2005-06 budget....I don't recall seeing this expenditure but I will double check. 3. Liquor License Transfer - 1562 Fort Street Current owner is Victor Industries Ltd. All property taxes are paid current. Who will this be transferred to? I know that El Paso is wanting such a license but were told there were not any licenses available. 9. Authorize Council Point Park for Traditional Pow Wow What's the Traditional Pow Wow? 10. Authorization to puchase fire vehicle Like the police vehicle, I will have to check the budget to see if this was budgeted in the 2005-06 budget. 12. Solicit Bids - Downtown Street Lighting Is this something the DDA should be doing? If not, I don't find this in the 2005-06 budget (line item). 13. Proposed Ordinance - Arts Commission Good thinking...we need this to help the Indian Art School. I have a question about CDBG loans. It is my understanding that these CDBG Hud loans do not require to be paid back until the property is sold or refinances. Does anyone know if this is accurate? IF it is..... many of our seniors on fixed income could certainly use this type of loan to pay for things like the buttinnine sidewalk program with the sloping, etc.

Department Heads are paid to figure out what there department needs when Budgets are put together it is their responsibilty to be sure money is available in their budget for their puchases. The police vehicle may be paid for with Drug forfeiture money. The Fire vehicle could be paid for by a grant they applied for homeland security funds. Depending on what kind of vehicle . The chief would know where the money is coming from they don't normally make purchases until they know exactly how it will be paid for. Indians are a very spiritual culture . They are probably gathering together to give thanks for their new center and inviting the people to join them. The lights come out of the DDA budget I think , they asked permission to go out for bids already.

When the Council Point Rock was dedicated in the 1950s, to commemorate Chief Pontiac and the meeting of the three rivers, there was a very large ceremony. The ceremony had local Indian Tribes in Indian garb conducting the dedication. This "pow wow" could have something to do with Chief Pontiac. It could have something to do with moving the Rock from the weed field to Council Point Park. No matter the reason, we will find out on Monday, unless someone knows now and can enlighten us.

The Pow Wow is something that Bill Hatley has been working with Fay Givens of American Indian Services on. |

I have been working on getting the arts commission off the ground for some time and feel this could go along way in makeing this a more family frendly city. There is lots of grants the city can go after but you must have a arts commission first. |

Then in 1963 they had something at the 200th anniversary of Chief Pontiac's war council. The historical museum has photos of both events. |
