Street Maintanance, Reconstruction Commission Meeting August 29 2005
Advisory Body (Commission) comprised of Residents.
I will get the actual proposal so we all know what this advisory commission will look at and advise on.

Re: Street mainenance; Reconstruction; Infastructure Citizen Adivsory Commission Meeting August 29 2005
This is a resolution to create citizen advisory commission for street mainenance; reconstruction; infastructure, etc. This is not a resolution to create the commission but rather to discuss the need for such a commission. In a nutshell: Councilman Vaslo states that he thinks that this commission is just another layer and it will slow the process down because WE the Council decide and have the experience and the volunteers are just that and they don't have the knowledge or experience for such a commission. Councilman Higgins; Disanto and Murphy took offence to Vaslo cutting down the people on the commissions and pretty much voiced the same thing and that is all the M&C are partime and we have many intelligent people in our community that sit on our commissions and their work, ideas, suggestions are very valuable. Mayor Brown states that he doesn't have the knowledge or expertise for every aspect of running the city. He states that we have all the expense resources to rely on for this information (e.g. employees) this is why he won't vote yes on this. Brown states we have adequate resources available and the ultimate decision is up to the M&C. He states that the road committee that LP once had offered suggestions to M&C and quite frankly that was a mechinism for M&C for a political needs and that's all it was. He is confortable with what they have in place already and will not vote yes on this resolution. Councilman Kandes states that the renewal of the road millage tax will be on ballot and inline with the 5 year capital improvement program which requires for road millage renewal. My comment: What 5 year capital improvment program? Where is the at minimum 5 year City Master Plan? Vote went as follows: Brady, Higgins, Disanto, Murphy -- Yes Kandes, Vaslo, Brown - No |

From watching the council meeting, it sure looks as if Kandas and Vaslo don't like the idea of the citizens of this city have a voice. I'm glad that the resolution passed. |

Re: Street Maintanance, Reconstruction Commission Meeting August 29 2005
I don't have a problem with citizens having an input, but that can be accomplished by having a road reconstruction meeting designed to inform and receive input before a decision is made by our M/C. We don't need a commission for that. I agreed with Brown on all of his points. Vaslo was correct about it adding another layer of bureaucracy, but I think he was wrong about it slowing up the process. Kandes & Vaslo both seemed more concerned about it taking away the M/C's authority in making the final decision. The good thing that would come out of it, I think, is that it will make it harder for certain council people to arbitrarily change what roads get added to the list, as has happened within the last year or so. Certain council peoples inlaws streets, or neighborhoods have been added and payed for out of the general fund. That is wrong, and will be more difficult to accomplish with a commission paying a little closer attention. |

I agree. If you listened in the very beginning when Brady was talking about this, she mentioned several very technical terms relative to the roads, etc. The common resident doesn't have a clue about those things. I know I sure don't. Yet they want to put Joe Blow on this advisory commission to waste time learning about things to give his opinions to the experts? I'd rather the experts who we are already employing as city officials do their job. They have the experience and know how. I can see having an advisory committee for parks and recreation. I can organize a sporting game or some outside recreation event. But I'm not knowledgeable enough to suggest how the city repair its water mains. And I suspect the vast majority of the rest of the city haven't a clue either. Let the professionals do the job they are hired to do. |

Yea, they're doing such a fine job now. Why try and change things. Just look at the choices made now and the fine shape our roads are in. And don't you love the way our money is spent on resurfacing a road only to have it cut up again to fix the infrastructor below.

and what makes Mr. Vaslo think he and the others on council have the experience in which we don't? Something more to show that Mr. Vaslo thinks that everyone except for him is dumb in the ways of how this city works. Correct me if I'm wrong but a few years ago wasn't Mr. Vaslo just one of us? Now he's a councilman, with being elected they must pass out all the experience that goes with running the city and there's no need for on the job learning. Man, you are a people's man Mr. Vaslo!

I agree with that. Fixing a road only to tear it up to repair something underneath it has gone on for TOO long. |

It's that reason, I think, that Vaslo didn't even want to be a part of this so-called commission. Those who don't know the speciifc details of road reconstruction, etc. shouldn't be spending time trying to fix them. When I get rushed to the ER, I'm happy to have experienced doctors and nurses waiting on me ... instead of some internal hospital committee made up of residents. |

I do hope that Councilman Mario DiSanto is made Liaison to this Commission. Perfect Fit.

I don't think there will be a council member as liaision to it. The DPS is supposed to be. So I assume that'd be Gary Mekijian. |

Ah. Perhaps so. I just remember when Mr. Higgins asked if it was OK for Gary to be on the commission, Brady said that he was the liaison to it so he would be at the meetings already. But maybe I misheard. The actual resolution is supposed to be voted on next week, I think. We'll know for sure then. |

I wonder how many people in this city know anything about street reconstruction? What a crazy Idea! |

Re: Street Maintanance, Reconstruction Commission Meeting August 29 2005
Val Brady's point in setting up this commission was to get more eyes, ears and minds involved in the what we need to get done. An essential point that everyone seems to overlook is her suggestion that we have commissioners who will work for FREE trying to locate road GRANTS and commissioners who may be able to write those grants. We have a lot of very skilled people in our city and their abilities should not be discounted or overlooked! Wnen we have a problem as serious as the road problem we have, I think it is essential that we take advantage of the citizens who have the ability to help us resolve the problem! |
