Question For Ms. Brady


Rather than continue debating with people about the city-issued cell phone that you had, I will ask you a question point blank. Do you ever plan on owning up to the fact that you did abuse the cell phone plan by making numerous personal calls and by racking up hundreds of dollars that the taxpayers had to pay? Do you plan to admit responsibility and apologize to the taxpayers? It would be in your best interests. Don't blame anyone else, just take it on the chin and go on. You may win some votes back and gain the respect back of some of your constituents.

My comments tonight are in regards to Councilwoman Brady’s cell phone bills. The News-Herald, as well as some members of the council, have already beaten this horse to death…but I suppose taking a few more jabs at it won’t hurt.I’ve read a few recent articles in The News-Herald that have really ripped into Councilwoman Brady regarding her use of the city-paid cell phone. The News-Herald says that she racked up thousands of dollars in overage charges over the last 18 months. They’ve alleged that she’s called her boyfriend approximately 200 times over the past year during “all hours of the day and night” and on holidays.


I did the math, and I figured that these “excessive” calls to her boyfriend equate to about 17 calls per month, or one every other day. Any calls that were placed on an evening or weekend are not subject to charge…as the plan includes them for free. And her boyfriend did have business with the city…he was a DPS supervisor.

The bottom line is that aside from wire-tapping the phone, nobody can say for certain whether the calls were personal in nature or business related.

A few people on this council have had a lot to say about this topic…often-times painting Councilwoman Brady as an irresponsible individual. Someone, whether intentional or not, went so far as to place a trashcan on Ms. Brady’s chair during a channel 4 news report.

Did Ms. Brady have the most expensive phone bill? Nobody has denied that; including Ms. Brady. Was the bulk of the bill incurred by personal calls? That still remains to be seen. So far, The News-Herald has speculated that this could be the case. But aside from calling each and every phone number on the bill they received from City Hall, they can only speculate.

From what I understand…Mrs. Lulko addressed the issue to Mayor Brown after the third consecutive month of overages. Her concern was that Councilwoman Brady was using her phone too much. So Mayor Brown instructed Mrs. Lulko to increase her plan minutes to the next highest plan. According to Mrs. Lulko, the plan was bumped from 500 minutes a month to 1000 minutes a month; still retaining the free nights and weekends. This was the highest plan available, and it gave Mrs. Brady approximately 50 minutes a day to conduct business via the cell phone. Being a Department of Public Services liaison, I don’t think it’s totally unreasonably to expect her to spend an average of an hour a day conducting business on the telephone. But much like The News-Herald, I too am merely speculating and casting my own opinion on the matter. But this isn’t the real issue, in my opinion.

The real issue is why didn’t anyone go to Councilwoman Brady and say, “Hey…you’re talking too much”? I could be wrong, but I don’t remember reading about anybody talking to her about her unusually high phone bills. I also don’t remember reading about anyone looking into other service providers that may have offered a better deal. I know they exist…I paid something like $50 a month for a phone with 1,800 minutes and free nights and weekends. I also know that group plans can be considerably cheaper.

So what was done to help curtail this cost? What options were explored?

For over a year, these cell phone bills were allowed to accumulate. Until one day, which just so happens to fall during the “campaign-for-reelection-season”, it suddenly becomes an issue that must be addressed immediately. Suddenly, everyone is at odds about Val Brady’s use of the cell phone.

Where was all of the concern and criticism 12 months ago? Or 6 months ago? Why wasn’t the issue addressed sooner? Why did everyone just sit back and let these bills accumulate? Why didn’t anybody think to check out other plan options that may have been cheaper?Everyone who was aware of these phone bills while they accumulated, but did nothing to properly address the issue, is guilty of pretermission. Something as simple as a 5 minute conversation with Ms. Brady, or 10 minutes on the phone with another cellular provider, could have helped prevent a few thousand bucks from being needlessly spent.

I understand that each council person is responsible for tracking their own expenses. But each council person is also responsible to curtailing the expenses to the City of Lincoln Park. The failure, in this case, can be attributed to politicking…at the expense of the taxpayers.All this negative publicity surrounding Brady for costing the taxpayers money may or may not be warranted. I’m not here to argue for or against it.

My gripe is with those who were aware of the problem, but failed to take any action. My gripe is that the only action that was taken was to shamelessly point the finger of blame 18 months later. Great…you’ve identified the problem. Why didn’t you try to fix it before it became a problem?If I am a partner in a company and I have knowledge that another partner is incurring unusually high expenses on a corporate account...shouldn't I take it upon myself to see that it stops? Shouldn’t I search for a less expensive plan option? At the very least, shouldn't I at least talk to the person about it to see if there is anything they can do to curb their expenses?Or would I wait for 18 months for them to rack up a bunch of expenses so I can go to the media and say "See look...I told you they were no good! I knew it all along!" If I knew it along, then I am pretermitting the issue; and therefore just as guilty for costing my company money.Apply the same logic to this situation…and those were involved should lower their heads in shame for letting the taxpayer foot the bill for their politicking.

This council needs to learn to work as a team. It needs to learn to collectively identify ways to save this city some money. Lambasting someone for incurring expenses that you were aware of for over 12 months but did nothing about accomplishes absolutely nothing. Except to bolster your own career at the taxpayers expense.

To those of you who are quick to speculate as to why Mrs. Brady’s phone bill was $3,000 over an 18 month period, why don’t you also ask yourselves why you voted to give a tarnished City Manager with less than 12 months on the job a $27,000 increase in pay? Or perhaps you should ask yourselves why you voted for an ERI program before the cost analysis was complete.

Despite near-insurmountable expenses, this city has been irresponsibly spending money for the last 18 months. And now suddenly, the council is on this cost-savings kick and wants to leave Ms. Brady twisting in the wind over a cell phone issue that could have been prevented months ago; had the council opted to work together instead of politicking.

If you’re going to point fingers…start by pointing in the mirror.

Sometimes it is best to just bite the bullet and take your medicine. I have always thought that people in general are forgiving, IF YOU OWN UP TO YOUR MISTAKES! That is the first step though. Own up to it and put it to rest. I can think of several examples of "scandal" type stuff coming up and it being dealt with in many ways. Some worked others did not. The ones that dealt with it head on had the best shot at surviivng it poltiically. those that dodged always got crushed.

The resolution came from the cost saving committee made up of City Employees . they were asked by Higgins how can the city save money. Why have council people take complaints when there is someone on the payroll who is already doing that job. it just interfered with their system and people were getting mad.

I agree. Look at my case. I testified in deposition that with all the administration, commissions, plus Mayor/Council, the problem in Allen Park could have been solved internally.
They choose to try and hide it instead of dealing with it head on. The only ones that are profitting by all our bickering is the attorneys. We need to work together and insist upon ACCOUNTABILITY FOR ALL.

That's my opinion.

Before it didn't matter to me, mainly because she was doing the job and I am my work's Nextel account administrator so I know what it's like dealing with the plans and going over. I'm the administrator but find it easy to blow the minutes. I'm not defending her. Now, I am getting more curious to the answer beings I know she has seen this and failed to respond. Makes me wonder if there is honesty.

Do you honestly think that there will be an answer? She had a captive audience at the council meetings when these stories first came out. She never bothered to address the issue there besides the one time when she nearly broke down in tears. But even then, no facts were given to rebut the reports.

I beg to differ. Facts were given:
  • The only "personal" call that could be quasi-verified were the 200 calls made to her boyfriend (at the time) over a twelve-month period.
  • 200 calls over 12 months works out to be 16.6667 calls per month. For sake of argument, we'll call it 17.
  • Her boyfriend at the time was a DPS supervisor. So even though you can deduce there was a personal relationship, you cannot deduce that they were personal calls.
  • No other phone numbers could be identified as being personal in nature.
  • I don't recall the exact figures, but Councilman Murphy has already clearly demonstrated PROOF that the DPS liason (which would be Val Brady) recieves the lions share of calls from citizens. It is something like 3 or 4 times the volume of the the next highest council member.
  • Brady has already broken it all down: If you were to break down all of the personal calls that she made on her phone (and assume that every call made to her boyfriend the DPS supervisor), it would only amount to $84 in overages. She even offered to pay it.
  • Nobody ever mentioned bringing Brady's cell phone bill to her attention. Patricia Lulko, after the third consecutive month of overages, went to Mayor Brown with her concern. Nobody talked to Brady. Instead, the increased her plan minutes from 500 minutes a month to 1000. This allowed her to conduct business for 50 minuters per day (up from 25 minutes per day). Anything in excess of 50 minutes per day was charged 40 cents per minute.
  • Do the math:
    • $1,861.92 over 7 months (the figures FOIA'd by The News-Herald) works out to average $265.98 a month.
    • Tom Murphy's bill never exceeded $20 a month (because he never really used the phone), so I'm going to assume $20 is the flat rate.
    • When Val's plan was increased from 500 to 1000 minutes, we'll assume the $20 flat rate doubled to $40.
    • Using this data, this would suggest that Val's monthly average bill was over by about $226.
    • At 40 cents per minute, this means that she was using an average of 565 minutes more than she was alotted.
    • 565 minutes divided by 20 days (the number of business days in a month) works out to about 28 extra minutes per day.
    • This would mean that Val Brady used her phone for one hour and 18 minutes each business day to conduct business as a DPS liason...who recieves as much as three times the call volume as the next council member.
The fact that calls were made and recieved during off peak hours (evenings and weekends) is completely irrelevent...as they were included free of charge with the plan. In order to make an objective case, you must only include the calls that were subject to charge...and this narrows it all down to calls recieved during the week, during peek minute times.

Because Val used her phone for a little over an hour a day, her bills were high. They weren't high because she took advantage of the phone to call of her best friends. Even if she did, it cannot be proven unless someone calls EVERY SINGLE NUMBER on her phone bills. To date, nobody has...even though they still freely toss around accusations.

Val has already stated on several occassions that these charges are legitimate. And now we have a new member coming here and demanding an appology. Sorry bud...but this was covered MONTHS ago during a LIVE council meeting. Did you bother watching it...much less attending it? Because I did...and I got my answers. I even gave a speech and asked questions of the council about it.

What did you do...besides wait several months (which happens to fall right before re-election) to rehash the events that have already been discussed?

The whole thing is stupid. And it's old news. If you want to talk about old news...let's talk about Frank Vaslo breaking his campaign promise to put Lincoln Parkers back to work (he voted to hire outside candidates instead). Or let's talk about Steve Duchane spending $1,600 on new blinds for his office. Or let's talk about the secret backroom discussions between a few members of council to try to lobby support for spending over a million dollars to relocate City Hall. Or let's talk about the council voting to approve an ERI...when the cost analysis wasn't yet complete. Or let's talk about Ed Zelenek claiming he couldn't remember when he got a copy of the ERI packet...when someone else distinctly remembers giving it to him. Or let's talk about how Steve Duchane plaguerized another author. And how the council voted to give him an extra $27,000 a year in compensation when he only had 9 months on the job (and was FIRED from the last city he worked for lying on his resume about having a college degree).

Want to talk about any of this? Of course you don't. You'd rather rehash old information that has already been refuted on several fronts. Politicking.

God...I can't wait for campaign season to end. Even I'm being attacked...and I'm not even running for office!
