CITY OF LINCOLN PARK

JOB DESCRIPTION: PUBLIC SERVICE WORKER
GENERAL STATEMENT OF DUTIES: Performs any combination of the following duties, such as, but not limited to, functions of motor pool, water and sewer, parks and forestry, street maintenance and repair.
SUPERVISION RECEIVED: Work is performed under the immediate supervision of a Department of Public Works/Utilities and Support Services Superintendent, but may also receive direction from a Public Service Worker Group Leader.
ESSENTIAL JOB FUNCTIONS:
Operation of a variety of power tools, including mowers, blowers, chainsaws, chippers, trimmers, etc.
Operation of large commercial equipment, including dump trucks, graders, backhoes and loaders
Performs ice and snow control activities
Performs tree pruning and tree removal, including operating chipper
Lawn and landscape maintenance including cutting and edging grass, laying sod, raking leaves, planting, weeding, watering and care for trees, shrubs and flowers
Maintains parks and playground facilities
Performs a variety of construction and repair tasks as part of work crew.
Participates in the clean up of work projects, filling ditches and removing any extra dirt and materials
Repair and maintain streets and sidewalks, including concrete and asphalt removal and replacement, street signs and markings
Installation, maintenance and repair of underground sewers, lift stations and their appurtenances
Repair and maintenance of pump stations, water meters, hydrants and curb stop boxes
Maintains accurate work records, time sheets and other forms of data
SUPPLEMENTAL JOB FUNCTIONS
Serve as a Public Service Worker Group Leader, providing leadership and direction to those in Public Service Worker position (when assigned by Supervision.)
The above statements are intended to describe the general nature and level of work being performed by people assigned this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
MINIMUM REQUIREMENTS:
High School Graduate or G.E.D.
Legally employable in the United States
18 years of age or older
Valid State of Michigan Commercial Drivers License, Group A Endorsement
Ability to pass written examination, physical agility and skills test, physical with drug screen and fingerprint/criminal history/driving record check
SPECIFICATIONS: KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Ability to understand and follow both written and oral instructions
Ability to lift and carry a minimum of 90 pound loads
Ability to work outdoors in extreme temperatures
Ability to tolerate exposure to dust, grease, fuel, chemicals and lubricants
Ability to stoop, bend, climb trees, go into underground vaults and pits with restricted movement
Ability to perform manual labor for extended periods of time
Knowledge of use of equipment and tools used in Public Works practices
May be required to train and become proficient in small engine and power tool repair and maintenance
May be required to obtain a Michigan license for pesticide application

1. Minimum reasoning ability usually associated with this classification: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from

standardized situations.

2. Minimum Math ability usually associated with this classification: Ability to add, subtract, multiply and divide all units of measure; to perform the four operations with like or common decimal fractions.

3. Minimum Language ability usually associated with this classification:

READ: Ability to read a variety of novels, and magazines; to read safety rules, instructions in the use and maintenance of shop tools and equipment, and methods and procedures.

WRITE: Ability to write reports and essays with proper format, punctuation, spelling, and grammar, using all parts of speech.
SPEAK: Ability to speak before individuals with poise, voice control, and confidence, using correct English and well modulated voice.

4. Six months of training, either on the job or formal education, usually associated with this occupation in addition to the Reasoning, Math and Language abilities detailed above.

5. Degree of physical demands (Strength) usually associated with this classification:

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

6. Type of Physical Demands usually associated with this classification:

REACHING: Extending hand(s) and arm(s) in any direction.

HANDLING: Seizing, holding, grasping, turning, or otherwise working with hands. Fingers are involved only to the extent that they are an extension of the hand.

FINGERING: Picking, pinching or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.

NEAR ACUITY: Clarity of vision at 20 inches or less. This factor is important when special and minute accuracy is demanded and defective near acuity would adversely affect job performance and/or safety or self and others.

FAR ACUITY: Clarity of vision at 20 feet or more. This factor is important when visual efficiency in terms of far acuity is required and when defective far acuity would adversely affect job performance and/or safety or self and others.

DEPTH PERCEPTION: Three dimensional vision. Ability to judge distances and spatial relationships so as to see objects where and as they actually are. This factor is important when depth perception is required for successful job performance and/or for reasons of safety to oneself and others.

FIELD OF VISION: Observing an area that can be seen up and down or to right or left while eyes are fixed in a given point. This factor is important when job performance requires seeing a large area while keeping the eyes fixed.
7. Environmental Conditions (Physical Surroundings) usually associated with this classification:

EXPOSURE TO WEATHER: Exposure to hot, cold, wet, humid, or windy conditions, caused by the weather. This factor is important when exposure to weather results in marked bodily discomfort.

8. Environmental Conditions (Hazards) usually associated with this classification: Proximity to moving, mechanical parts, traffic. Exposure to electrical shock.

9. Machines, Tools, Equipment and Work Aids which may be representative but not all inclusive, of those commonly associated with this type of work: Power Saws, Chisels, Portable Power Tools, Soldering Iron, Spray Gun, Staple Gun, Wrench Sets, Air Compressor, Clamps, Clips, Fixtures, Manuals, Patterns, Rules, Templates, Stumper, Chipper, Dump Trucks, Lawnmower, Tractor, Car, Pickup, Weed Trimmer, Chain Saw, Tree Pruners, Woodworking Tools, Spray Tanks, Snow Removal Equipment, Salt Spreader, etc.

Bravo!! I say Bravo to City Manager Duchane, Mayor Brown, Council President Kandes, Councilman Higgins, Councilman Vaslo and Councilman Mario DiSanto.

These men showed true courage during our financial problems. They developed a plan to get rid of the dead weight from the DPS. Once done, they could focus on SERVICE to our community.

Now we are able to hire new "blood" into the DPS. People who will not simply learn the "old way" of doing things. People who will not cry to the Union whenever a citizen criticises the DPS. People who can be called WORKERS and it will mean they will be working.

No more 6 man crews to do a 2 man job.

Bravo to all those who had the courage to make the necessary changes. They promised changes after the 2003 election and they came through. BRAVO!!

Some of the requirements are not in compliance with the Americans with Disabilities act. They may also be not in line with the Unions requirement the employer follow the State and Federal labor laws.

American Disability Act? This is a labor position my friend. The act only requires the employer to make "reasonable accomodations" If a person has a disability that require more than "reasonable accomodations" then he is not qualified for the position.

I don't think the city cares about the Union Requirements. They made that crystal clear when forcing the ERI onto the Unions. From what I can remember, the unions never made so much as a peep. The Firefighters stomped their feet a little, but in the end they fell right into line with the rest of them.

Can someone read this and discuss with me any ramifications of this job opening with the charter? (also, take a look at these powers and duties that our municipal employees have not had the luxury of enjoying a commission representing them the passed however many years....)

Section 4. Powers and duties.

The powers and duties of the Municipal Service Board shall be as follows:

(1) To make such improvements of personnel administration in the Municipal service as shall truly represent the public interest.

(2) To make annual or special reports to the City Council on the quality and status of personnel administration under the jurisdiction of the said Board.

(3) To do any lawful act or acts necessary to effect the purpose of this chapter and the rules promulgated in accordance therewith.

(4) To investigate and hear personal appeals of any employee or of any appointing authority in the manner hereinafter provided.

(5) The Board shall proceed immediately after this chapter becomes effective to prepare or cause to be prepared rules for making the provisions of this chapter operative; provided, however, that such rules shall not be inconsistent with or in contravention of the provisions of this chapter or other provisions of this Charter. Such rules may from time to time be added to, amended or rescinded; provided, however, that such rules made hereunder by the said Board pertaining to the system of markings in examinations and conduct of examinations shall not be changed for a period of thirty days prior to or after such examination, and such system of markings shall be published by posting of true copies at the City Hall at least thirty days in advance of such examination and copies shall be furnished all applicants.

Such rules shall provide for the conducting, among but not exclusive of others, the following phases of personnel administration:

(a) To adopt by and with the consent of the Mayor and Council such classification plans as may be deemed necessary, and such plans shall, for the purpose of determining seniority, classify the previous employment of all City employees who come within the classified service of the City when this chapter becomes effective.

(b) To establish by and with the consent of the Mayor and Council a compensation plan wherein the rates of compensation shall be based upon and be commensurate with the duties, authority and responsibility of positions in the Municipal service; provided that such plan may, subject to the approval of the City Council, from time to time, be amended, added to or rescinded.

(c) To prepare an eligible list for each grade or class of position in the classified service of the City, of persons whose general average standing upon examinations for such grade or class is not less than the minimum fixed by the rules of the Board and who are otherwise eligible, and such persons shall take rank upon the eligible list as candidates in the order of their relative excellence as determined by examination without reference to priority or time of examination. In the event of more than one applicant receiving the same mark at an examination, priority in time of filing application shall determine the order in which their names shall be placed on the eligible list. The Board may strike off names of candidates from the eligible list after they have remained thereon two years, but any list may be extended by the Board for a period of not exceeding one year. The Board may, upon written request of any person who has previously been in the classified service for a continuous period of not less than two years, and who shall not have been out of the service for more than two years, and who shall have resigned from the service in good standing, reinstate said person upon the eligible list for the same kind and grade of work he was performing when his or her resignation took effect. Such persons shall take rank upon the eligible list in the order of their relative excellence as determined by their examinations prior to induction into the classified service, or place them at the foot of the eligible list applicable to such kind and grade of service when, in the judgment of the Board, such action would be for the good of the service; provided, however, that in the event any employee under the classified service shall have been promoted to an appointive office under the Charter and his term shall have expired, such employee shall be entitled to immediate reinstatement in the classified service in the grade or class in which he or she was employed previous to his or her acceptance of the appointive office, and to the extent that length of service is considered in determining change of classification, promotion, lay off or change in compensation, service as an appointive officer shall be counted as continuous classified employment; provided that such examination for office or positions in the classified service shall be open and free to all citizens of the United States legally resident in the City of Lincoln Park, with specific limitations as to residence, age, health and character, which shall be uniform as to each kind of work or occupation. Such examinations shall be practical in their character and shall relate to those matters which will fairly test the relative capacity of the person examined to discharge the duties of the position to which they seek to be appointed and may include test of physical qualifications and health and, when appropriate, of manual skill, and provided, further, that such examinations shall recognize and allow any and all of the war veterans preferences as provided by any applicable statute of the State of Michigan.

(d) The establishment of policies and practices covering personnel, records and forms and including roster of cards showing the complete employment history of each employee in the classified service and other required personal records. All such records and forms shall be deemed confidential and shall not be open to public inspection.

(e) To supervise the administration of the Municipal service rules, hold examinations thereunder from time to time giving due notice thereof and to certify the name of the person ranking highest upon the eligible list for the class or grade to which such position belongs to the appointing authorities of the several Municipal departments.

To investigate the enforcement of the provisions of this chapter, of its own rules and of the action of the employees in the classified service.

In the course of any investigation under the provisions of this chapter the Board or its authorized representative shall have the power to administer oaths, and to subpoena and to require the attendance of witnesses and the production thereby of books, papers, records and other documentary evidence pertaining to such investigation. In the case of the refusal by any persons to comply with said subpoena issued hereunder or to testify to any matter regarding which he may be lawfully interrogated, the Board shall have power to secure by proper petition to the circuit court for the County of Wayne an order requiring such persons to comply with such subpoena and to testify. The fees of witnesses for attendance and travel shall be the same as the fees of witnesses in the circuit courts in the State of Michigan, and shall be paid from the appropriation for the expenses of the Board.

We have been griping about not having a quorum for the Municipal Service Commission for over two years.

I don't see how they can or could have been adequately represented without this.

Not having this commission with a quorum is against our Charter. This falls squarely on Mayor Brown's shoulders.

Note: Me and Iheart put our letter and resumes' in over two years ago for this board.

Instead of Brown appointed one or both of us he chose to break our charter law by not filling the openings thus it did nor does now have a quorum.

Doesn't seem like a stiff requirement to me. Anyone who can't meet this requirement shouldn't have a driver's license
