LINCOLN PARK -- The Lincoln Park City Council decided to keep City Manager Steve Duchane for two more years and give him a 24 percent raise, months after he convinced 63 city workers to take early buyouts to balance the budget.

The City Council voted 5-2 to increase Duchane's pay from $82,500 to $102,500. The salary increases will be in addition to paying $7,500 into his retirement fund over two years. The pay raise went into effect Jan. 4 and will go through 2007.

Duchane said he appreciated the raise, especially since he's taking over the role of personnel director in addition to his duties as city manager. That job, which paid an annual salary of $110,000, was eliminated.

"I really appreciate that (the City Council) was taking all things into account," Duchane said. "I'm very pleased to be in Lincoln Park."

Duchane became the city's first city manager in April 2004. Previously, Duchane worked as the city manager in Sterling Heights for 16 years before being fired in October 2003 for lying about his qualifications.

Some have criticized the salary increase, especially when it comes three months after Duchane organized an early retirement plan for 63 city employees that saved the city $2 million.

"(Duchane) is supposed to be a leader of this community as city manager and showing (the public) an example, but he hasn't done that," said City Councilman Tom Murphy, who voted against the increase. "What he's done is cut their wages and benefits and enriched himself. That's totally unacceptable in my way of doing things."

City Councilman Frank Vaslo said the increase was well-deserved. Duchane's new salary will give him a salary similar to city managers in comparable communities, such as Monroe and Riverview. The early retirement offers were needed to help reduce staffing, which was the city's largest overhead item.

"Steve Duchane has done a splendid job of reorganizing our departments to greater efficiency," Vaslo said. "It's important that people understand that no one was harmed doing this early retirement. It was completely, absolutely voluntary."

Ok everyone.....make sure we all understand this....Vaslo states that the raise was deserved and that's inline with out cities (which it is not because I personally did a phone survey and Valso is DEAD WRONG).

Really? Than why did both Duchane AND Brown state that if employees did not take the ERI that layoffs WOULD follow as early as January 2005? They were BOTH quoted in news articles which are on this site. Someone needs to put a muzzle on both Duchane and Valso for sure. Neither can tell the same story twice.

Guess once the kids are off to school and the housework done, he has more time than many others. (It's not that I want to put him down for being a "stay-at-home husband/dad," but, this is why I feel that he is available for interviews more than anyone else.)
